Assistance is a second mortgage and cannot exist without a WHEDA Advantage first. Minimum 620 on conventional, 640 on FHA. If that does not work, nothing downstream matters, and the conversation becomes about getting there rather than about assistance.

Step two: which income table do you clear?

This is the fork. Check the Capital Access table first because it is narrower. Clear it and both programs are open. Miss it and Easy Close is your program, which is not a bad outcome, it is the more flexible of the two and has no property restriction.

Step three: where is the house?

Only relevant if Capital Access is still in play. The home must be in a high housing needs area. Easy Close does not care where in Wisconsin you buy.

Step four: how much do you actually need?

If $7,500 covers your gap and the property qualifies, Capital Access is usually the better structure, because a deferred second at zero interest costs nothing monthly and does not load your debt ratio. If you need more than that, Easy Close is the only one of the two that scales, 6% of a $300,000 purchase is $18,000.
