Income gets most of the attention on Capital Access. Geography quietly disqualifies just as many files, and it is the easier of the two to check early.
What is a high housing needs area?
It is a WHEDA designation applied to specific areas of Wisconsin, and it is the geographic condition attached to Capital Access. The Capital Access Advantage Product Matrix describes the program as a down payment assistance loan targeting low income borrowers purchasing a home in a high housing needs area. Easy Close carries no equivalent condition.
Because the designation is set by WHEDA and can be revised, the only reliable way to answer it for a specific address is to check that address against WHEDA's current designation at the time you reserve, rather than relying on a list that may have moved.
Why does it decide the program?
Consider a household that passes the Capital Access income test. If the home they want is outside a high housing needs area, Capital Access is closed to them regardless, and Easy Close becomes the only WHEDA assistance available. The income test gets them to the door; the property test decides whether the door opens.
It runs the other way too. A household buying squarely inside a qualifying area but earning above the Capital Access limit is equally shut out. Both tests have to pass, and they fail independently.
When should I check this?
Before you fall in love with a house. The property test is cheap to run early and expensive to discover late, because it can change the structure of the whole file: a deferred $7,500 at 0.00% becomes an amortizing second with a monthly payment, which changes both your cash to close and your debt ratio.
